## Summary

**Protects promoted probationary federal career employees and certain VA staff by giving them formal due process rights and a path to reinstatement.** This bill would treat promoted federal career employees as covered by the due process provisions of Chapter 75 of Title 5 and treat promoted Department of Veterans Affairs employees as covered by section 714 of Title 38. - Workers who were serving in a probationary or trial status after a promotion and who were removed from a covered career position between January 20, 2025 and the date of enactment could choose reinstatement to the same or an equivalent position with backpay under section 5596 of Title 5. - Department of Veterans Affairs employees promoted into VA positions would be treated as covered by the due process protections in section 714 of Title 38, aligning their post-promotion appeals with that VA standard. - The bill excludes political positions from these rules and defines those positions to include Executive Schedule jobs, noncareer appointees, and Schedule C roles.
