## Summary

**Limits major federal workforce cuts until a Government Accountability Office review is done.** This bill would prevent an agency from reducing its total staff by more than 5% in a fiscal year until the agency submits a detailed report and a GAO review follows. - Agencies and managers would have to submit a thorough analysis before cuts above 5% that estimates net financial effects, including pay and benefits, administrative costs, and any contracting costs to replace lost functions. - Federal employees would gain a built-in delay because reductions over 5% would be barred until 210 days after the agency files the required report. - Congress and the public would get an independent check because the Comptroller General would have 180 days to assess the report's completeness and credibility and publish the findings on the GAO website.
