## Summary

**Expand out-of-school-time youth workforce readiness.** This bill would create a nationwide competitive Department of Labor grant program to fund out-of-school-time programs that connect eligible youth to work experiences, training, and recognized postsecondary credentials where feasible. - Youth and families: Gives eligible youth paid and unpaid work experiences, internships, on-the-job training, career pathways, mentoring for at least 12 months, and supports toward credentials. Grants are awarded for 3 to 5 years. - Employers and local communities: Requires grantees to engage employers to identify local skill needs and align training with in-demand industries. Programs can fund customized training, workforce readiness, financial literacy, and access to labor market information. - Local workforce systems and oversight: Reestablishes youth councils inside local workforce boards with specific member roles including parents, employers, and representatives of vulnerable youth. Mandates outcome-focused performance measures, grantee-level reporting, Secretary-led periodic evaluations, and public reporting to Congress. *Authorizes $100 million per year for fiscal years 2026 through 2030 for these competitive grants and leaves the ultimate federal budget impact dependent on future appropriations.*
