## Summary

**Would expand transparency for payments, loans, promises, and other arrangements used to influence union organizing or labor disputes.** It would amend the Labor-Management Reporting and Disclosure Act to create new reporting duties for labor organizations and related third parties and to let the Secretary of Labor set forms and rules. - Labor organizations would have to file detailed reports when they make payments, loans, promises, or arrangements intended to persuade employees about organizing or bargaining. Reports must list date, amount, recipient name and address, the treasurer’s signature, a full explanation and the targeted employer and facility. - Employees and employers would see more disclosure because payments or arrangements must be made known contemporaneously or earlier to other employees and reports must identify targeted facilities. This raises public visibility of inducements tied to organizing. - Labor relations consultants and other independent contractors would be covered when their work aims to influence organizing or supply dispute-related information. There is an exception for information used only in administrative, arbitral, or judicial proceedings. - The Secretary of Labor would be authorized to prescribe reporting forms, categories, and cadence and to enforce the new rules. The bill would require implementing regulations within 6 months of enactment.
