## Summary

This bill would create **centralized public disclosure of agency rulemaking** by requiring agencies to report rule details, costs, schedules, and scientific inputs to the Office of Information and Regulatory Affairs and for OIRA to publish that material online and in the Federal Register. - Agencies: Federal agencies would send monthly reports to OIRA listing rules they expect to propose or finalize in the next 12 months. Reports must include identification and docket numbers, the rule's objectives and legal basis, whether a costs/benefits analysis is planned, rule stage, if a 5 U.S.C. 553(b)(B) notice-and-comment exemption is claimed, and whether a 5 U.S.C. 610 review applies. - Public and stakeholders: OIRA must post agency submissions online within 30 days and publish an annual Federal Register and Internet summary that includes cost/benefit analyses, lists of proposed and final rules, review statuses, and links to scientific information and peer reviews so stakeholders can see cost estimates and job effects. - Rule timing and exceptions: A rule generally could not take effect until the required internet information has been public for at least 6 months. Exceptions cover claimed 553(b)(B) exemptions and rules needed for imminent health or safety threats, criminal law enforcement, national security, or to implement international trade agreements.

It would define 'unfunded mandate' as in 2 U.S.C. 658(6). This would clarify which agencies and rules the new reporting and timing rules cover.
- Six-month delay before most rules: mixed, high. If enacted, most federal rules would wait at least six months after their required online posting before taking effect. This delay would not apply if an agency uses the section 553(b)(B) good‑cause exemption. The President could also order immediate effect for emergencies, criminal law, national se…
