## Summary

**Prohibits federal funding for painful research on dogs and cats.** The bill would bar federal funds to any institution of higher education that conducts or funds research on dogs or cats classified in pain category D or E beginning 180 days after enactment. - Colleges and universities would become ineligible for federal research funds if they perform or support painful experiments on dogs or cats. - Researchers could no longer use federal grants for pain-category D or E experiments involving dogs or cats. - Clinical veterinary research on dogs or cats with naturally occurring disease is exempt, and activities tied to service animals or military animals are also exempt.
