## Summary

**Empower state, local, and Tribal law enforcement to use federal grant funds and digital tracing tools to fight elder financial fraud, pig butchering, and related scams.** The bill would let eligible agencies draw on named federal grant programs for training, personnel, technology, and coordination while demanding regular reporting on results and trends. - Seniors and households: Expands investigative resources for elder financial fraud and pig butchering by funding specialized training, technology, and liaison work to improve detection, recovery, and deterrence. - State, local, and Tribal law enforcement: Permits use of funds from specific programs such as the COPS Technology and Equipment Program, Justice Information Sharing Training and Technical Assistance, and other eligible grants for personnel, blockchain tracing tools, interoperable communications, and joint exercises. - Federal agencies and the financial sector: Authorizes federal agencies to assist non-federal partners and fusion centers with blockchain tracing tools. It also requires a Treasury and FinCEN cross-agency report within one year and a biennial state-of-scam report every two years, plus annual reporting from grant recipients to grantors and to Congress.
