## Summary

**A federal coastal climate adaptation grants program** that helps coastal States plan and pay for actions to prepare for sea level rise, storms, habitat shifts, and other climate threats. This bill would create two grant tracks for planning and for implementing approved adaptation plans. - Coastal States would get planning grants to write climate adaptation plans that identify vulnerable public facilities, working waterfronts, energy sites, coastal waters, and ecosystems. A plan must include long‑term monitoring and be approved by the Secretary before the State can seek implementation funds. - States with approved plans could get project implementation grants for things like green infrastructure, habitat protection and restoration, invasive species control, and adapting built infrastructure. At least 30 percent and no more than 50 percent of implementation funds would be awarded through competitive merit grants. - The bill would fund technical assistance and training for local coastal policymakers and promote National Estuarine Research Reserves as pilot or demonstration sites. It would also require the Secretary to issue planning guidelines within 180 days and publish implementation rules within 90 days after the first plan approval.
