## Summary

**Advance negotiation of regionalization, zoning, and compartmentalization agreements** to limit how animal disease outbreaks disrupt U.S. exports of livestock and animal products. The bill would let USDA and related trade officials negotiate these targeted arrangements in advance and encourage using current global research when they do so. - U.S. livestock and animal-product exporters could face fewer broad trade interruptions because trading partners could accept targeted measures for regions or compartments instead of blanket bans. - The Secretary of Agriculture would act through the Animal and Plant Health Inspection Service, the Under Secretary for Trade and Foreign Agricultural Affairs, and the Food Safety and Inspection Service to carry out these negotiations, with consultation from the U.S. Trade Representative. - Negotiations must seek to reflect accepted global research advances. A rule of construction also says this authority does not limit the U.S. Trade Representative’s negotiating power or force inclusion of these terms in other trade deals.
