## Summary

**Makes historical civil-rights cold case records more available to the public.** The bill strengthens the Civil Rights Cold Case Records Review Board, adds new tools to collect and transmit State and local files, and extends the Board's term. - Families, historians, and the public gain a presumption of immediate disclosure for Federal, State, and local civil-rights cold case records and a change in how the FOIA privacy exemption (5 U.S.C. 552(b)(6)) applies to records dated on or before Jan. 1, 1990. - State and local governments are required to transmit records more readily and can be reimbursed in full for expenses to digitize, photocopy, or mail records to the Archivist for inclusion in the Collection. - The Civil Rights Cold Case Records Review Board gets longer continuity by increasing its tenure from 7 years to 11 years.
