## Summary

**Bird-safe public buildings** This bill would direct the General Services Administration to incorporate design features, operational practices, and lighting strategies into federal buildings to cut bird collision deaths. - Federal building managers and agencies would have to use the GSA design guide when constructing, acquiring, or substantially altering a building facade that is more than 50 percent changed. GSA must certify to Congress each year, by October 1, that the guide is used for qualifying buildings. - The design guide would cover steps across design, operation, and maintenance to reduce bird fatalities and would be updated regularly. GSA may draw best practices from federal experts, conservation groups, and green building systems. - The bill requires GSA to send the guide to agencies with independent leasing authority and to report annually on compliance, agency-head building collision assessments where practicable, and recommendations to lower risks. - Explicit exemptions apply to properties listed or eligible for the National Register of Historic Places and to the White House, the Supreme Court building, the United States Capitol, and buildings on Capitol grounds.
