## Summary

**Establishes a voluntary Urban Bird Treaty Program at the Department of the Interior to help cities protect and restore bird habitat.** The program pairs technical support with competitive grants and focuses on habitat restoration, invasive species control, community science, hazard reduction, and public education in urban areas. - Cities, Tribal governments, State agencies, nongovernmental organizations, community groups, and academic institutions are eligible to be covered entities and can receive technical and financial assistance or apply for grants. - The grant program will be run through an agreement with the National Fish and Wildlife Foundation, and the bill specifies that the Foundation Act's usual Section 10(a) requirement does not apply to this agreement or to amounts used for the program. - Awards should be distributed, to the extent practical, across small, midsize, and large cities using the Education Demographic and Geographic Estimates (EDGE) data from the National Center for Education Statistics to guide geographic equity. *Authorizes $200,000 per year for fiscal years 2027–2033 to carry out the program, increasing federal spending by that amount.*
