## Summary

**Strengthen federal enforcement against antisemitic discrimination in higher education.** This bill would expand Title VI to explicitly cover religion, define antisemitism for enforcement, and create fines and monitoring powers for colleges that allow antisemitic discrimination. - Jewish students and Jewish community institutions would gain an explicit Title VI protection backed by a formal definition of antisemitism for enforcement purposes. - Colleges and universities would face case-by-case Office for Civil Rights enforcement and new repeat-offender fines of at least 10% for a second violation and at least 33% for a third violation within five years. - Institutions would have to notify all enrolled students, faculty, and staff of any finding of antisemitic discrimination and would be monitored for private lawsuits as part of compliance reviews. - Programs run by or affiliated with religious organizations, including student religious organizations, would be exempted from the Title VI prohibition under a new non-application rule. - Courts could appoint monitors to review how remedies are implemented, and the Education Secretary must report to specified congressional committees on fines imposed.

## Provisions PRIA read

- Stronger protections from religious bias in schools: benefit, high. If enacted, programs that get federal money would be barred from discriminating based on religion. At colleges and universities, deliberate indifference to harassment would count as discrimination when it is severe, pervasive, objectively offensive, and denies equal access. The bill would define an…
- Tough fines and monitoring for campuses: benefit, medium. If a campus program is found to violate Title VI for antisemitic discrimination twice within five years, it would be fined at least 10% of that program’s federal aid for that year; a third violation would bring at least 33%. The same fine would also apply in later years if the school stays in viola…
- Free speech and limits on agency power: benefit, low. The bill would say it does not expand the Secretary of Education’s authority. It would not reduce rights under other laws or the First Amendment. It would also include a severability clause so other parts stay in place if one part is struck down.
- Religious groups exempt from new rules: mixed, medium. The bill would exempt programs run by or affiliated with religious organizations, including student religious groups, from the new religion-based ban. This would apply even if the program gets federal funds, when it meets conduct, control, or affiliation tests. For participants, that could mean few…
