Venezuelan nationals who are continuously physically present in the United States from that date, who are admissible and not statutorily ineligible, and who register as the Secretary of Homeland Security directs would be deemed to meet TPS eligibility. The Secretary could permit brief emergency travel for TPS recipients, charge a $360 application fee for those eligible only under this designation with a waiver option, and would require PAYGO budgetary treatment.
