## Summary

**Would create a federal registry that requires pre-shipment registration and tracking of certain firearm parts.** The bill would require registration of the barrel, slide, or bolt carrier before any interstate or foreign shipment and maintain delivery records in a Justice Department database called the Federal Interstate Firearm Parts Reporting System (FIFPRS). - Shippers, manufacturers, and sellers would need to register shipments within 5 business days before shipping and provide sender and recipient IDs, contact details, transport method, and a bill of lading. Mail must use registered or certified mail with return receipt or an equivalent signature-for-delivery service. Other carriers must require recipient signature and notify the shipper. - The Attorney General would compile and maintain the FIFPRS database and grant access to federal, state, local, Tribal, and foreign law enforcement and prosecutors. The bill authorizes seizure of unregistered parts, allows exigent seizures when officers certify a risk of injury or death, and sets administrative and judicial procedures for destruction or review of seized components. - Recipients can file putative registrations within 5 business days after receipt if the shipper failed to register. Knowingly shipping to evade the registration requirement is a crime punishable by up to 1 year in prison, and up to 10 years if the offense involves 50 or more parts.
