## Summary

**Expand and institutionalize U.S. Coast Guard engagement across the Indo-Pacific.** It would create a new Center of Expertise, require annual Pacific plans and budget displays, and force reports on bases, attaches, and a standing multinational maritime group. - Coast Guard personnel and planners would get a new Center of Expertise to run education, training, and research and to help build regional state capacity. The Center could accept data, staff, and funding support from federal agencies and partner countries. - Indo-Pacific governments and navies would gain more U.S. training and coordination and new options for joint operations on humanitarian aid, anti-piracy, emergency response, and fisheries enforcement. The Act requires a report on forward operating bases with a timeline to establish bases by January 1, 2030. - Congress would get an annual, unclassified Pacific operations plan by December 31, 2025 and an annual budget display by February 15, 2026, each followed by briefings to specified committees. Plans must include 10-year demand projections and resource needs across procurement, research, operations, and personnel.
