## Summary

**A comprehensive review of EPA clean-water technical assistance.** This bill would require the Government Accountability Office (GAO) to catalog and evaluate all Environmental Protection Agency covered technical assistance related to clean water infrastructure and require EPA to respond to GAO recommendations with plans submitted within 90 days and then annually for five years. - States, Tribes, local governments, and nonprofits would receive a detailed inventory of covered technical assistance, including regions and populations served, a five-year summary of activities, and a list of communities that received assistance with the type, cost, and outcomes. - Economically distressed communities would be explicitly assessed to identify needs that are not being met by current EPA technical assistance. - EPA and its technical assistance providers would be examined on how providers are identified, selected, contracted, coordinated with State and Tribal partners, matched to local needs, and how outreach is conducted; EPA must submit a plan within 90 days of the GAO report and annually for five years describing actions to comply with recommendations.
