## Summary

**This bill would bar Title X family planning funds from going to any entity that performs abortions.** It would allow narrow exceptions for abortions resulting from rape or incest and for pregnancies a physician certifies as life-threatening, and it would exempt hospitals only if they do not pass funds to non-hospital entities that perform abortions. - Title X providers: Grantees would have to certify they will not perform abortions or give funds to entities that do. The Secretary of Health and Human Services could deny or withdraw Title X assistance for failure to certify. - Hospitals: Hospitals could still receive Title X funds so long as they do not provide funds to non-hospital entities that perform abortions, subject to the rape/incest and physician-certified life-threatening exceptions. - Congressional reporting: The bill would require a report to Congress within 60 days and then annually listing Title X recipients, each recipient's certification date, affiliates that receive funds, and counts of abortions done under the allowed exceptions broken down by rape, incest, and physician certification.
