## Summary

**Would require states to maintain funding for school resource officer programs at or above recent levels.** States would have to certify annual compliance and report five years of SRO spending and staffing, and waivers would be available for major economic downturns or disasters. - State education agencies would have to keep SRO funding at a floor equal to the higher of the most recent non‑waived year or the five‑year average. They must annually certify compliance and publish current and five prior years of SRO spending and the number of SROs. - K‑12 schools and families could see SRO positions preserved by the funding floor, since state budgets must hold SRO spending at recent levels. - If a state fails to meet the floor and does not receive a waiver, the Secretary of Education would reduce the state's eligible federal education funding the following year in proportion to the funding shortfall. Waivers may be granted for extraordinary financial circumstances such as significant economic downturns or natural disasters.
