## Summary

**Creates a centralized Federal cyber training institute** to build and credential a pipeline of federal cyber workers. The plan would align training with the NICE framework, use modular hands-on courses, and cover new hires, mid-career transitions, and HR staff training. - New and transitioning federal cyber staff would get role-specific, modular training and hands-on skill assessments aligned to the NICE framework, with a priority on entry-level positions and options for upskilling and reskilling. - Human resources staff and hiring managers would get tools and a proposed module on recruitment challenges to manage cyber careers from hiring through retirement, developed in consultation with OPM and federal HR councils. - Agencies and academic partners would see a recommended organizational placement, curriculum models using existing programs like the DoD Joint Cyber Analysis Course and CISA’s Federal Cyber Defense Skilling Academy, and a plan for training through five NSA-designated academic centers; the plan must estimate needed funding and authorities and the bill authorizes no new funds.

- No new funding authorized: cost, low. This bill would bar any new appropriations to carry out the Act, effective on enactment. If enacted, agencies could not get new authorized money for the proposed institute and would need to use existing funds or wait for Congress to provide money.
