## Summary

**Creates a Law Enforcement Education Grants program.** This bill would create a federal grant that pays students pursuing an associate or bachelor’s degree in law enforcement or criminal justice. Grants run $4,000 per year, up to $16,000 total, and require a four-year full-time law enforcement service within eight years or conversion of the grant into a federal loan if the obligation is not met. - Students and candidates: Eligible students at approved institutions could receive $4,000 annually for the time needed to finish their first related degree, up to $16,000 total. Part-time students would receive proportionally reduced amounts. - Law enforcement agencies and recipients: Recipients must serve as full-time officers for at least four years within eight years after completing the degree and provide annual employer certification. Failure to meet the service obligation converts the grant into a Federal Direct Unsubsidized Stafford Loan with interest from the conversion date. - Higher education funding and institutions: Grant dollars would come from Title IV funds but may not be taken from Pell Grant or Direct Loan appropriations, and the Secretary must prioritize fully funding this subpart if Title IV funds are short. The bill also repeals the University Sustainability Programs in Title VIII, Part U.

- How the program would be funded: benefit, medium. If enacted, the Secretary could use amounts otherwise available under Title IV to run this new grant program, but not funds from the Pell Grant or Federal Direct Loan programs. The bill would authorize whatever sums are necessary, subject to appropriations. If Title IV funding is tight in a year, t…
- Repeal of university sustainability program: cost, low. If enacted, the bill would repeal Part U of Title VIII of the Higher Education Act, ending the statutory authorization for the University Sustainability Programs. This would remove the legal basis for that specific program.
- Service duty and loan conversion rules: mixed, high. If enacted, grant recipients would need to serve as full-time law enforcement officers for at least four years within eight years after finishing the funded degree. Each year you must provide an employer chief’s certification of employment. If you fail or refuse the service duty, the grant amount w…
