## Summary

**Expands Department of Defense authority to counter unmanned aircraft systems (UAS).** The bill would broaden who inside the Department of Defense can order countermeasures, add more methods for mitigation, and shield related technologies from disclosure. - Defense commanders and the Coast Guard: Would let the Secretary of Defense delegate counter‑UAS authority to unified combatant commanders, service secretaries, or other DoD officials. It would permit countermeasures that use remote identification broadcasts or other means. - Federal, state, and local responders: Would authorize DoD to support other agencies and to assist officials responding to incidents involving nuclear, radiological, biological, or chemical threats, high‑yield explosives, and related materials, including under the Stafford Act. - Transparency and legal scope: Would exempt technology, procedures, and protocols used for UAS mitigation from public and state or local disclosure requirements. It would also clarify that certain criminal and aviation statutes do not apply to DoD or Coast Guard mitigation activities carried out outside the United States. - Timing and compliance: Would set an effective date of Jan 1, 2026 and move several deadlines and reporting windows into 2030, including lengthening some 180‑day windows to one year.
