## Summary

**Carve-out from expedited removal for people tied to State Department "countries of concern."** This bill would amend the Immigration and Nationality Act’s expedited removal rules (8 U.S.C. 1225(b)(1)) to exclude aliens who are natives or citizens of, or would be removed to, a "country of concern," a term tied to State Department "countries of particular concern" or the International Religious Freedom Act special watch list. - People from or removable to designated countries would not be processed under the expedited removal rule in 8 U.S.C. 1225(b)(1)(A). They would instead go through the standard removal procedures that apply to other immigrants. - Immigration and border officials would have to treat individuals linked to these designated countries differently when deciding whether expedited removal applies. This changes who qualifies for the faster removal pathway.
