## Summary

**Places extra professional secondary school counselors in low-graduation Title I high schools.** It would create a competitive, four-year Title I demonstration for schools with a four-year adjusted cohort graduation rate of 60% or lower and aim for one added counselor per 250 at-risk students. - Students and families: At-risk students would get targeted counseling, including individual graduation plans, course placement, tutoring, and meetings with families and other supports. The program seeks to identify students before grade 9 and can continue services past the cohort graduation date if needed. - Schools and districts: Eligible Title I secondary schools may receive grants to hire counselors and pay for related costs like professional development and home-visit travel. Schools must show a 10% or greater increase in graduation rate over the grant period to get renewal funding. - Counselors and community partners: Grants fund one additional counselor per about 250 at-risk students and cover overhead and partnerships with mentors, probation officers, tutors, or employers. The demonstration must start in at least 10 schools, with the first five from different States, and allows limited second and third grant periods with growing nonfederal cost shares. *Authorizes $5.0 million per year for fiscal years 2026–2029 (total $20.0 million) to run the demonstration program.*

## Provisions PRIA read

- More counselors for struggling schools: benefit, medium. If enacted, the Education Department would run a 4‑year, competitive grant for some Title I secondary schools. Eligible schools would have a 4‑year graduation rate of 60% or lower. At least 10 schools would join, and the first five would be in different states. Money could hire extra counselors and…
- How diplomas count in this program: benefit, low. This bill would define which diplomas count for this program. It would count the standard state diploma as a regular diploma, not GEDs or attendance certificates. For some students with significant cognitive disabilities, a state alternate diploma could count. No more than 1% of students could be c…
- Technical fix to ESEA references: mixed, low. This bill would make a technical change in the law so the new subpart is excluded from one existing clause in ESEA section 1002(d). This is a conforming fix to clarify which rules apply.
