## Summary

**English-language proficiency standard for commercial drivers.** This bill would require commercial motor vehicle (CMV) operators to meet a four-part English test: converse with the public, read and understand highway traffic signs, respond to official questions, and make entries on reports and records, and it lets authorized enforcement officers declare noncompliant drivers out of service under existing Federal rules. - Drivers: A CMV operator judged not to meet the English skills could be declared out of service by an authorized enforcement officer. - Enforcement officers and rules: Links language noncompliance specifically to 49 CFR 391.11(b)(2) out-of-service authority while preserving other out-of-service criteria under existing law. - Public and road safety focus: Establishes a concrete standard aimed at ensuring drivers can interact with the public and read traffic signs to perform safe operations.
