## Summary

**Would create a temporary, 90-day pathway to transfer Post-9/11 GI Bill educational benefits to dependents of service members separated specifically for refusing a COVID-19 vaccination.** It would limit transfers to the entitlement the service member had on their separation date and require that a child beneficiary wait until the transferor has completed six years of service before using the benefit. - Families and dependents: Eligible dependents could receive the service member's Post-9/11 GI Bill entitlement as of the separation date. A child could only begin using transferred benefits after the transferor reaches six years of service. - Service members: Individuals who were separated between August 24, 2021 and January 10, 2023 solely for refusing a COVID-19 vaccine would be eligible to transfer their entitlement, but only during a 90-day window after enactment. - Department of Veterans Affairs and scope: The transfer authority would be added as a new subsection to 38 U.S.C. §3319 and would operate notwithstanding other law. The provision does not create new funding or appropriation mechanisms.
