It would bar removal or denial based on any grounds shown in Department of Homeland Security or State Department records on enactment and require rescinding any outstanding removal or inadmissibility orders against her. If she receives a visa or green card, the State Department must subtract one immigrant visa from her birth country's annual cap. Her natural parents, brothers, and sisters would not get any immigration preference from this change. The bill also directs that its budget effects be handled under PAYGO rules.
