## Summary

**Preempts state and local rules for rifles and shotguns that are stricter than federal law**. This bill would bar states and localities from enacting or enforcing any regulation, prohibition, registration, licensing requirement, penalty, tax, fee, or charge on the design, manufacture, importation, sale, transfer, possession, or marking of a rifle or shotgun that is more restrictive than federal law. - States and localities: They could no longer impose rules, higher penalties, or taxes on rifles and shotguns that conflict with federal law, and laws enacted before or after this bill would be subject to the same limitation. - Owners, manufacturers, and sellers: The bill creates a single federal baseline for rifles and shotguns and explicitly covers parts, detachable magazines and other ammunition feeding devices, pistol grips, and stock designs. - Private plaintiffs: A prevailing plaintiff in an action enforcing this prohibition would be entitled to reasonable attorney fees in addition to any other damages or relief.
