## Summary

**Creates an advisory committee on rail electrification** that would study barriers and issue recommendations for research and actions to help electrify passenger and freight rail. - Passenger and freight railroads would have guaranteed representation on the committee, giving operators a formal forum to identify technical and operational barriers. - Electric utilities and electric equipment and rail equipment manufacturers would be represented so power providers and makers can align on grid needs and equipment choices. - State governments and relevant Federal agencies would sit on the committee to coordinate policy and program priorities across levels of government. - The Chair of the Surface Transportation Board would oversee the committee and must report to the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation not later than two years after enactment and every two years thereafter. The advisory committee would be authorized to operate for up to 10 years.
