**Ends the firearm industry's broad legal immunity** by repealing parts of the Protection of Lawful Commerce in Arms Act and would restore private civil lawsuits for harms tied to firearms. It would also make the Bureau of Alcohol, Tobacco, Firearms and Explosives' Firearms Trace System database subject to subpoena and admissible as evidence in state, federal, and administrative proceedings. - Families and victims: Would be able to bring private civil suits against firearm manufacturers, distributors, and dealers for harms associated with firearm use. - Gun industry: Manufacturers, distributors, and dealers would lose the civil immunity shield and face new exposure to damages claims. - Courts and investigations: ATF trace data could be subpoenaed, admitted as evidence, and relied on in civil and administrative cases across state and federal courts.
