## Summary

**Requires agencies to repeal rules before issuing new ones** by forcing each agency to eliminate at least three related rules before issuing a new rule. For major rules it would also require repeal of 3 related rules and that the new major rule’s cost be no greater than the cost of the repealed rules, with the Office of Information and Regulatory Affairs (OIRA) certifying that cost test. - Agencies: Heads must, within 90 days after enactment, submit a report to Congress and the Director of the Office of Management and Budget reviewing each rule to identify those that are costly, ineffective, duplicative, or outdated and listing other unnecessary regulatory restrictions. - Businesses and state or local governments: The bill applies to any rule that imposes a cost or responsibility on nongovernmental persons or on a State or local government, so new obligations would only follow after related repeals and, for major rules, a cost-comparison requirement. - Transparency and oversight: Any rule repealed under the bill must be published in the Federal Register, and OIRA must certify cost parity for major-rule approvals.

## Provisions PRIA read

- Agencies must repeal three rules first: mixed, high. If enacted, agencies would need to repeal three related rules before issuing any new rule that adds costs or duties. For a major rule, the new rule would also need to cost no more than the repealed ones, and OIRA would have to certify that. These limits would not apply to internal agency policies,…
