## Summary

**Extend and expand SBIR/STTR direct-to-Phase II authority and pilots through 2030.** This bill would broaden which federal agencies can use advanced SBIR and STTR awards and add annual limits and reporting to those awards. - Startups and small businesses: Would get more opportunity to jump straight to Phase II because the Direct to Phase II window is extended to 2030, and key pilots stay available longer. - Federal agencies: Would allow every agency required to run an SBIR program to use Direct to Phase II, not just NIH, the Department of Defense, and the Department of Education. It would cap awards under this authority at 10% of an agency’s SBIR funds each year and at 15% for the National Institutes of Health. - Pilot programs and commercialization help: Would rename and extend the Civilian Agencies Commercialization Readiness program and push the Phase 0 Proof of Concept and Commercialization Assistance pilots out to September 30, 2030.
