## Summary

**Deny or revoke passports for people linked to foreign terrorist organizations.** This bill lets the Secretary of State refuse to issue or revoke a passport for anyone charged with or convicted of 18 U.S.C. 2339A or 2339B or who knowingly provides material support to a foreign terrorist organization, while preserving narrow exceptions and review rights. - Individuals: People charged or convicted under 18 U.S.C. 2339A or 2339B or who knowingly aided a designated foreign terrorist organization can be denied a passport or have one revoked. - Secretary of State actions: The Secretary may restrict a passport or issue a limited passport or passport card for return travel, and may grant humanitarian or emergency waivers. The Secretary must report any refusal or revocation to the House Foreign Affairs Committee and the Senate Foreign Relations Committee within 30 days. - Process and limits: Denials or revocations carry a right to a hearing within 60 days and possible restoration if acquitted or if the Secretary changes the determination. The law defines passport to include passport cards and defines "material support" with a long list of items while excluding medicine and religious materials. The First Amendment is preserved and a severability clause keeps the rest in effect if part is struck down.

## Provisions PRIA read

- Passports denied for terror support: cost, low. If enacted, the State Department would have to deny a passport or passport card to people charged or convicted under specific terrorism support laws, or those the Secretary decides knowingly gave material support to a designated foreign terrorist group. It would also revoke existing passports for t…
- Free speech and backup rules: mixed, low. This bill says it would not be used to limit First Amendment free speech rights. It also says it would not block the Secretary from revoking passports where this section allows it. If a court strikes one part, the rest would stay in effect.
- What counts as material support: mixed, low. This bill would define “material support.” It would include money, financial services, lodging, training, expert advice, safehouses, false IDs, equipment, weapons, explosives, people, and transportation. The list would be examples, not the full list. Medicine and religious materials would not count…
