## Summary

**Creates a defined "Period of Prohibition" that sets when the Administrator can prohibit or limit a disposal-site designation during a Section 404 permit review.** It would start when an applicant submits a complete permit application and end when the Secretary issues the permit. - Permit applicants and project developers would get a clear, time-limited window from application completion to permit issuance during which the Administrator may act.
