## Summary

**Funding for community-based violence intervention and youth job training.** This bill would create HHS grant programs and a National Community Violence Response Center to support trauma-informed, culturally competent local violence-interruption efforts and would fund Department of Labor IMPACT grants to connect "opportunity youth" to year-round job training. - Families and communities: Residents in gun-violence-affected neighborhoods would get more local supports focused on interrupting cycles of violence, trauma-responsive care, and new job or training opportunities. - Community organizations and hospitals: Grants would prioritize community-based nonprofits and non-law-enforcement public agencies; local governments must pass at least 75% of their grant funds to these groups, and hospitals acting as nonprofits must pass at least 90% of funds to direct services or staff. - Opportunity youth and workers: People aged 16–24 who are out of school and work would gain access to apprenticeships, training, and education services through IMPACT grants funded at $1.5 billion per year for FY2026–FY2033. *Would authorize about $5.0 billion for HHS activities and $12.0 billion for Labor grants, roughly $17.0 billion in federal funding through FY2033, increasing federal spending.*

- Job training for opportunity youth: benefit, medium. If enacted, the Labor Department would fund year-round job training for opportunity youth (ages 16–24 not in school or work). - Who could qualify for these programs: benefit, low. If enacted, the bill would define who could qualify under these programs.
