## Summary

**This bill would require automatic enrollment of eligible veterans into VA patient enrollment** and sets firm timelines and notice steps tied to separation data the Department of Defense sends. - Veterans: Veterans discharged or separated on or after 90 days before enactment and those whose enrollment data are received after enactment would be enrolled within 60 days of the VA receiving the required information. Within 60 days after enrollment the VA must mail a notice, provide opt-out instructions, and, when practical, send an electronic copy by email and use mass-text messaging. - VA operations: The VA would need to make an electronic certificate of eligibility and an online opt-out mechanism available by Aug. 1, 2026. The Secretary must submit a report within one year after the first automatic enrollment describing implementation challenges and the effectiveness of mitigation strategies. - Oversight and other agencies: The Government Accountability Office must deliver a report within 180 days after enactment on the best notice methods, taking into account veterans' age and urban or rural residence.
