## Summary

**Expands expedited export license review among the United States, the United Kingdom, Australia, and Canada to speed defense repairs, transfers, and cooperation.** The bill also narrows some congressional notification rules and requires regular review of the Excluded Technologies List to keep licensing focused on items that need continued oversight. - Defense companies and sustainment teams would see faster permission to move, repair, and maintain defense articles and services within or between the U.S., U.K., Australia, and Canada, covering exports, reexports, retransfers, temporary imports, and brokering activities. - Exporters, re-exporters, and brokers would gain broader access to an expedited review process and face new transparency: the President must report on use of the process annually for 15 years, including how many licenses were issued and who received them. - Federal oversight would change by exempting some transfers from certain congressional notification rules and by requiring the State Department, with the Defense Department, to review the Excluded Technologies List annually for a five-year covered period and then every three years.

## Provisions PRIA read

- Faster defense export reviews with allies: benefit, low. If enacted, more defense license requests within or between the U.S., U.K., Australia, and Canada would get a faster review. The fast track would cover exports, transfers, reexports, retransfers, temporary imports, and brokered deals that stay within those four countries. The President would need t…
- Regular review of restricted defense tech list: benefit, low. If enacted, State and Defense would review the list of defense technologies kept under licensing each year for five years, starting 180 days after enactment. After that, they would review it every three years. The review would keep only items required by law or needed for national security.
- Less congressional notice for allied defense transfers: mixed, low. If enacted, the Administration would not have to send some routine notices to Congress for covered defense exports or transfers among the U.S., U.K., and Australia. This would apply only to items and services that fit the exemption in the Arms Export Control Act. It could speed some transactions, b…
