## Summary

**Identify and reduce use of untrusted telecommunications equipment.** This bill would set up reporting and targeted steps to find Huawei, ZTE, and other covered vendors in allied networks and U.S. diplomatic missions and to push trusted alternatives worldwide. - Allied and partner networks: The State Department would have to report within 180 days and then annually for two years on untrusted equipment in 5G networks. Reports would list which mobile carriers use such equipment, say whether it sits in the network core or periphery, and note plans to rip and replace gear or use it in Open Radio Access Network or future 6G deployments. - U.S. embassies and staff: A separate report due in 180 days would assess embassy use of covered equipment and progress implementing section 889 of the John S. McCain NDAA. The bill cites that 23% of State Department telecom manufacturers have at least one supplier in China or Russia and that 4% of contractors have a supplier in China, and it would evaluate device servicing risks from Huawei, ZTE, or other PRC entities. - Project support and diplomacy: The Secretary of State would select telecommunications infrastructure projects that strengthen U.S. national security and provide diplomatic and political backing. The U.S. Trade and Development Agency would provide early-stage project support where appropriate.
