## Summary

**Red Tape Hotline** run by the Small Business Administration's Chief Counsel for Advocacy will let small entities report burdens from federal rules, guidance, policy statements, or other agency actions. It also requires annual public reports that name frequent problem rules and give agency-specific recommendations to reduce those burdens. - Small entities: Small businesses and other small entities can report regulatory burdens through an accessible hotline, email, submission form, phone number, or other methods. The Chief Counsel must set up that system within 180 days. - Federal agencies: Reports must identify which agencies and which rules or guidance generate the most notifications and which industry sectors are affected. Agencies will receive recommendations aimed at reducing those burdens. - SBA Chief Counsel: The Chief Counsel must operate and maintain the hotline and a website and deliver a report to the SBA Administrator and Congress within 1 year and annually thereafter. Reports must summarize notifications, sender type and geography, actions taken, and any comments or analysis submitted.
