## Summary

**Strengthening federal payment transparency and data sharing.** This bill would require agencies to report a brief purpose, the Treasury account symbol, and an activity code for every payment processed through Treasury disbursement systems and expand Treasury access to tax, new-hire, and Social Security records to detect and recover improper payments. - Agencies would have to provide payment purpose, Treasury Account Symbol, and activity code for each payment and attest at least once per year that the information is accurate. Required payment data must be posted publicly within 30 days after certification, with exemptions for sensitive operations. - Treasury and Do Not Pay managers would receive access to the National Directory of New Hires, select tax return details for at least three tax years, and Social Security name, date of birth, and number to help identify, prevent, and recover improper payments. Redisclosure to authorized agents and contractors would be allowed under privacy-preserving safeguards. - Recipients would see bank-account pre-certification and cross-checking against other payment records as part of payment verification. Agencies must report aggregated totals for payments exempted from public posting in their annual budget justification annexes.
