## Summary

**Creates mandatory, public reporting on autonomous vehicle operations and incidents.** This bill would require manufacturers and operators covered by the Third Amended Standing General Order 2021-01 to submit monthly usage data and incident reports about vehicles with Automated Driving Systems (ADS) or Level 2 Advanced Driver Assistance Systems (ADAS). - Manufacturers and operators would have to file monthly reports that include miles traveled on public roads broken down by make, model, model year, major software version, road type, state and county, and whether an occupant was present. Reporting rules would be issued within 90 days and Level 2 ADAS data would be limited to times the system was engaged or the 30 seconds before an unplanned stoppage, and the reports may not include personally identifiable information about a human driver. - The bill would require reporting of any collision that injures a vulnerable road user or an occupant of another vehicle, plus detailed information on non-collision "unplanned stoppage" events that stop in a travel lane and need retrieval, manual intervention, or remote assistance. Reports must capture location, time, vehicle identifiers, environmental conditions, involvement of law enforcement or first responders, impacts on passengers and vulnerable road users, and elapsed times to resolution and intervention. - The National Highway Traffic Safety Administration would be required to publish all submitted information and datasets on its website in machine-readable form starting 120 days after enactment, and after 10 years it may amend or reduce reporting frequency and scope while preserving the core reporting requirements.
