## Summary

**Would speed up Medicaid eligibility changes for certain nonqualified aliens and tie federal matching to state decisions about covering them.** The bill would change when those alien eligibility rules take effect and would create a quarter-by-quarter Federal Medical Assistance Percentage rule for states that pay for or provide coverage to those aliens. - States: Would qualify as a "Specified state" for a calendar quarter beginning on or after July 4, 2025 if they use state general funds to help pay for health coverage for nonqualified aliens or if they provide comprehensive health benefits to those aliens. A state's regular FMAP under section 1905(b) would be used for this expanded matching on a quarterly basis. - Nonqualified immigrants: Would move the effective date for certain changes to alien Medicaid eligibility from October 1, 2026 to July 4, 2025, applying those eligibility changes as if they were included in Public Law 119-21. - Lawfully residing children and pregnant women: The FMAP expansion targets aliens who are not qualified aliens and who are not children or pregnant women lawfully residing and eligible for assistance, so lawfully residing children and pregnant women are not the focus of the new FMAP rule.

This would apply in a quarter when a state uses its own funds or offers comprehensive coverage to immigrants who are not "qualified" under federal law. It would not apply to lawf…
