## Summary

**Lifts the U.S. ban on selling defense articles to the Republic of Cyprus to strengthen security ties.** This bill would allow the United States to approve exports, re-exports, or transfers of items on the U.S. Munitions List to the Government of the Republic of Cyprus while keeping targeted safeguards in place. - Would let the Cypriot government request and receive U.S. defense articles and services that were previously blocked, aiming to reduce Cyprus's dependence on other countries for defense materiel. - Frames the change as a way to deepen the U.S.-Cyprus strategic partnership, enhance cooperation between U.S. forces and Cyprus's National Guard, support joint training, and help Cyprus join NATO's Partnership for Peace. - Prevents the Secretary of State from applying a blanket policy of denial to government-to-government requests, but preserves denial when there are credible human-rights concerns. The President could waive the restriction for one fiscal year and may terminate the exclusion in five-year blocks after the first five years, subject to certifications about anti-money-laundering cooperation and Russian naval access.
