## Summary

**This bill would require broad _supply-chain transparency_ for cosmetics and their ingredients and create testing, reporting, and recall rules to reveal harmful contaminants.** - Brand owners and retailers can request detailed ingredient and safety information from suppliers and must get it within 90 days. Required disclosures include full fragrance or flavor formulations, safety data, descending-order ingredient lists with an exception for ingredients at or below 1% by weight, and certificates of analysis. - Suppliers, manufacturers, formulating labs, and fragrance companies must test for nonfunctional constituents that the Food and Drug Administration lists and provide certificates of analysis before sale; testing for newly listed constituents must occur within 1 year of listing. Violations of disclosure, testing, or recall duties can trigger civil fines up to $10,000 per day. - The Food and Drug Administration will publish a public list of nonfunctional constituents used for testing, take 60 days for initial public comment, and finalize the initial list within 18 months while convening an advisory committee to guide testing and methods.
