## Summary

**Ends production of the one-cent coin and gives the Treasury flexibility to change nickel weight and materials to lower minting costs.** This bill would redefine the 5-cent coin's allowable weights and compositions and direct the Secretary to stop producing one-cent coins while preserving legal status for already-minted cents. - Households and consumers: Pennies would no longer be minted, but one-cent coins produced before enactment would remain legal tender for all debts, taxes, and public charges. - U.S. Mint and Treasury: The 5-cent coin could be either a copper-nickel alloy weighing 5 grams or an alternative composition weighing 4 to 6 grams, and the Secretary may authorize an inner zinc layer with an outer nickel layer and run tests to reduce production costs. - Collectors and numismatic buyers: The Mint could continue to produce and sell one-cent coins as numismatic items even after regular production stops.

## Provisions PRIA read

- Cheaper metal options for nickels: benefit, medium. If enacted, the Mint could make nickels with a zinc core and a nickel outer layer. The Secretary would set the metal mix only after tests show it lowers production cost. A copper–nickel alloy nickel would weigh 5 grams; a layered nickel would weigh between 4 and 6 grams. This could cut minting cost…
- End penny production; old pennies stay: mixed, high. If enacted, Treasury would stop making pennies for everyday use. Pennies made before enactment would still be legal money for all payments and taxes. The Mint could keep making special pennies to sell to collectors. The law would also say a penny is made of copper and zinc.
