## Summary

**Creates strict limits and public reporting on donations to Presidential Libraries and Centers.** This bill would establish an enforcement-focused framework that controls who may give, caps amounts, requires disclosure, and authorizes penalties for violations. - Presidential Libraries and Centers would be barred from soliciting or accepting donations from lobbyists, registered agents of foreign principals, federal contractors, foreign nationals, people who sought or received a presidential pardon, or non-501(c)(3) entities while a President is serving or has been elected. It also bans donations and solicitations during a 2-year cooling off after the President leaves office and forbids converting gifts to personal use. - Donors would face a hard aggregate limit of $10,000 from the President's election until one year after leaving office, indexed to inflation. Any person who gives at least $200 in a calendar quarter would trigger required quarterly disclosure as a covered donor. - The Archivist would require quarterly reports that are published online. The Attorney General and state attorneys general could seek civil penalties up to the greater of $20,000 or the donation value and criminal penalties that can include prison terms up to five years for serious violations.
