## Summary

**Count long-term preventive health savings in congressional budget projections.** This bill would add a rule to the Congressional Budget Act requiring the Director to determine, when formally requested by budget committee leaders and the committee with primary jurisdiction, whether proposed legislation would produce net reductions in federal outlays in the budgetary outyears through preventive health care. - Lawmakers: Committees can request a description and an estimate of expected long-term outlay reductions for proposed preventive health measures. - The Director: May include some or all of the budgetary outyears in projections even if those years fall outside the usual projection windows. - Budgetary outyears and evidence: "Budgetary outyears" are defined as the two consecutive 10-year periods starting 10 years from the current fiscal year. "Preventive health care" is defined broadly and allows use of evidence from epidemiological projection models, clinical trials, observational human studies, longitudinal studies, and meta-analyses when estimating savings. - Budget process: Any estimate produced under this rule is treated as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act or other budget enforcement controls.
