## Summary

**Federal cost recovery for military deployments tied to state noncooperation on immigration enforcement.** This bill would let the Department of Defense invoice a state's governor when Federal military personnel, including the National Guard and Selected Reserve, deploy because civil disturbances stem from lawful Federal immigration enforcement and a State or local government failed to provide reasonable cooperation or coordination. - States and Governors: The Governor would receive an invoice for documented deployment costs and the State must remit full payment within 180 days. - Deployed personnel and expenses: Reimbursable costs include temporary duty travel and per diem, housing and meals, and transportation of personnel and equipment. - Federal determinations: The Department of Homeland Security, consulting with the Attorney General, would issue a public finding on whether a State or local government materially hindered or failed to support the Federal operation. - Unpaid invoices and grants: If a State does not pay, the President may offset unpaid amounts by rescinding one or more discretionary Federal grants to that State.
