## Summary

**Expands access to psychological care by letting supervising clinical psychologists bill for services delivered by "advanced psychology trainees".** This would open Medicare reimbursement for trainee-provided mental and behavioral health services and push HHS to help states enable similar coverage in Medicaid and CHIP. - Medicare beneficiaries and providers: Medicare would cover services provided by an "advanced psychology trainee" when a clinical psychologist provides general supervision and bills for the service. "Advanced psychology trainee" includes APA‑accredited doctoral interns in programs at least one year in duration and postdoctoral residents working toward licensure. - Supervision and billing changes: "General supervision" means the supervising psychologist does not need to be physically present while the trainee treats the patient. A new "GC" modifier would be created so services furnished by trainees can be identified and billed accurately. - Medicaid and CHIP guidance for states: The Secretary of Health and Human Services would have to issue guidance within one year on legal ways to enable coverage, recommended billing codes and modifiers, and examples of states that used waivers to cover trainee services.
