## Summary

**The FIND Act would stop the federal government from using procurement to penalize the firearm and ammunition industry by barring contracts with entities that discriminate against those businesses.** Agencies would require contractors to certify they have no policy, practice, guidance, or directive that discriminates against firearm entities or firearm trade associations and that they will not adopt one during the contract term. - Firearm and ammunition businesses: Covers licensed importers, manufacturers, dealers, ammunition sellers, makers of secure gun storage or safety devices, and makers or sellers of parts and accessories. This gives those firms and trade associations explicit protection in federal procurement. - Federal contractors and prime contractors: Must include a certification clause in each contract and face contract termination for default plus suspension or debarment if they violate it. - Subcontracting limits: Primes may not award a first-tier subcontract worth more than 10% of the prime contract to an entity that will not certify, and they may not dodge the 10% rule by pushing work to lower-tier subcontractors. - Agencies and exceptions: Heads of executive agencies must insert these clauses into procurements. Sole-source contracts are exempt.
